AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

APPLICANT REQUESTS THAT:

His DD Form 214, Armed Forces of the United States Report of 
Transfer or Discharge, be updated to reflect the award of the 
Air Force Commendation Medal.


APPLICANT CONTENDS THAT:

He was awarded the Air Force Commendation Medal after he 
separated from the Air Force and it was not reflected on his DD 
Form 214.

In support of his request, the applicant submits a letter from 
the XXX Bombardment Wing, Pease Air Force Base, New Hampshire 
dated 15 Dec 66 which notifies him of the award.

The applicant’s complete submission, with attachments, is at 
Exhibit A.


STATEMENT OF FACTS:

The applicant initially entered the Regular Air Force on 3 Aug 
62.  

On 15 Jul 66, the applicant was furnished an Honorable 
discharge, and was credited with 3 years, 9 months, and 13 days 
of active service.

The applicant’s DD Form 214 reflects the award of the following 
Air Force Medals and/or Ribbons:

	- Air Force Good Conduct Medal
	- National Defense Service Medal

Based on a review of the applicant’s official military record, 
they were also able to determine the below Air Force Medals 
and/or Ribbons should have been awarded during his service and 
were not reflected in his records:

	- Air Force Outstanding Unit Award with one Bronze Oak Leaf 
Cluster

	- Vietnam Service Medal with three Bronze Service Stars
	- Republic of Vietnam Gallantry Cross with Palm
	- Vietnam Campaign Medal

Upon final board decision, administrative correction of the 
applicant’ official military personnel records will be 
accomplished by AFPC/DPSOR.

extracted from the applicant’s military records, are described 
in the memoranda prepared by the Air Force offices of primary 
responsibility (OPR), which are included at Exhibit C.


AIR FORCE EVALUATION:

AFPC/DPSID recommends approval.  Approval for award of the Air 
Force Commendation Medal as the applicant has provided a 
Presentation Letter and a citation with an official seal which 
appear to be authentic.  

Should the Board grant the relief sought, a Special Order will 
be accomplished and the Air Force Commendation Medal will be 
updated to the applicant’s DD Form 214.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 1 Oct 14 for review and comment within 30 days 
(Exhibit D).  As of this date, no response has been received by 
this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3. Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  We took 
notice of the applicant's complete submission in judging the 
merits of the case and agree with the opinion and recommendation 
of the Air Force office of primary responsibility (OPR) and 
adopt its rationale as the basis for our conclusion the 
applicant has been the victim of an error.  Therefore, we 
recommend the applicant's records be corrected as indicated 
below.  


THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to the applicant be corrected to show that his DD 
Form 214, Armed Forces of the United States Report of Transfer 
or Discharge, be updated to reflect the award of the “Air Force 
Commendation Medal”.
